At lvl 40 all classes are able to purchase riding training and a mount that increases your speed by 60%. The training itself costs 80g and the mount will cost usually 8g depending on your city’s rep status. If you are a human mage you would buy your training in Elwynn Forest at the lumber camp. If you are a gnome mage you will purchase your training at the bottom of the hill coming down from Ironforge.
Warlock’s and Paladins get a spell that allow them to summon a felsteed/warhorse that acts as a lvl 40 mount. They can also do a series of quests that will allow them to summon an epic mount at lvl 60. Therefore they do not need to purchase a mount. They also don’t need to purchase the training at that moment but if they want to progress to lvl 70 and buy flying mount training you need to have all the previous training.

You can learn to ride at level 40. Where you purchase your mount (and what it looks like) depends on your race. If you mentioned horses and rams, I assume you are Alliance. Night elves ride tigers, humans ride horses, dwarves ride rams, and gnomes ride mechanical ostrich looking things.
Save up your money. Your cost will be approximately 90g.
